Chef Andrew Carmellini's new Bar Primi in the East Village and Biang, a Chinese restaurant in Queens, are among 126 New York establishments named by Michelin as offering value-for-money quality meals. The Bib Gourmand awards announced Wednesday go to venues that offer two courses and a glass of wine or dessert for $40 or less, plus tax and gratuity.
